5) This should be after #1 – Communicate clearly to people why they should care about participating in the process.

Andrew, great comment! And I agree that one needs to build a case for action. Maybe the mission of the WikiMedia foundation made this a given… but for just about anyone else this is an incredibly important step. If skipped can often lead to disaster.
